Using a 10 dB power attenuator in the line or using the transverter
connection is safe. Promises fail. You can improve safety by connecting
a DC bias to the ALC line to hold the power down. Or you could add an
interface box with an ALC detector with its threshold set for 5 or 6
watts to protect the transverter. Some of the transverters in G3SEK's
book, "The VHF/UHF DX book" (extremely HIGHLY recommended reading for
any VHF SSB activity) have that ALC built in to control the drive to
them.
