[Kenwood] Kenwood PS-40 Troubles

Hi All,

I have a ps 40 that refuses to put out the correct voltage.
I get about 8 volts with some spikes on it.  The scope tells me that=20
the pwm is running.  I have tested all (I think i got em all) semi's=20
with the multi and the switching transistors on the transistor=20
tester.  All the caps appear to function correctly with the ohm meter=20
and I am now stumped.  Any Ideas?
