[Kenwood] ts 830-S troubleshooting

I foolishly tried to load this rig with the antenna shorted!  Needless to 
say, the fuse blew. Now I have no ALC on tuneup. Got good B+ at the plate 
caps of the finals, and apparently normal voltages on ihe pwr supply, though 
only 16 volts at the key terminals (shold be 65?). I bought a copy of the 
service manual from Sams, but I guess my toubleshooting skills have gotten 
rusty since I was a navy tech 30 yrs ago.

Where do I go now?  I would surely appreciate any help offered!
