Very true, but you will have problems if the application is written to only use a sample rate that the sound card doesn't support.  There are some (mostly older, I think) sound cards and drivers that will not support 8khz sampling.  Almost all will support 11.025khz since that's 1/4 the 44.1khz standard rate of CD audio.

The application should be written so it tries 8khz, and then falls back to 11.025khz if it's not available.
