[KCDXC] 3b9eme or Oman?

I didn't work the 3B9EME but have worked 3B9SP on 10m and 12m in 2012 which he used LOTW.  I got A41LZ to return cards on three bands and A41OO to confirm with LOTW.  I did have a QSO with A41NN but didn't need his card.

Has anyone received there card or LOTW confirmation for 3b9eme? Also does anyone have a good way to get a card from Oman? I have sent money to them 4 times and no response from A47RS,A45WM, and two times to A41NN and he said on the air that he would qsl. Thanks for any help. Mike KDØFW The Battery Man.
