[KCDXC] DX Advisory Committee

Hello:

I am the Midwest Representative on the ARRL DX Advisory Committee.  The ARRL Programs and Services Committee has asked the DXAC to consider an issue related to RTTY/Digital DXCC.

Some background for this request is:  The RTTY DXCC was created in 1976 and in 1984 it was made an endorsable award.  QSOs starting in 1945 are eligible.  In 1993 it became an Honor Roll award.  The newer digital modes have been counted the same as RTTY for purposes of this award and honor roll standings.  The question now is, should changes be made in recognition of the popularity of the other digital modes.   There is no expectation to eliminate the RTTY DXCC.

Possible questions to consider include:

1. Should there be additional DXCC awards (endorsable or not?) for non-RTTY digital modes?  If so, should all non-RTTY modes be included in one new award?

2. Or, should the current RTTY award accommodate endorsements for other digital modes instead of a separate program?

3. Instead of adding one or more new DXCC awards, should the current situation continue with just a name change from RTTY to DIGITAL DXCC?

4. If new digital award program(s) are implemented, what should be the start date for QSOs to be counted?

5. If new digital award program(s) are implemented, how might this affect future Dxpeditions?

6. If new digital award program(s) are implemented, should there be changes in the band plans for digital modes?

Comments on the issue outside the scope of those questions will also be appreciated.  The implementation of any changes  may have administrative impact at ARRL HQ but we have been directed not to consider that impact in our recommendations.  

All Dxers who are interested in the subject are encouraged to send their comments to me.  I plan to send this message to the DX clubs in the Midwest Division but I request that everyone reading the message forward it to any other Dxers in the Division who might not be a member of one of the DX Clubs.
