Alan,
Coax cables can suck up water and that will degrade the
shielding. Once water has entered coax with a woven copper
shield, even through a pin hole, it is ruined. Water in
coax connectors can cause cross-modulation. Water
can degrade mechanical contacts in the connectors
and that will lead to corroision, signal loss, and yes, static, etc.
To keep water out, even condensation, I fill my connectors
with medical grade petrolium jelly, enough to displace all the air.
On PL259-type connectors, I also fill the solder "ring" of the connector
with the jelly as well. Replace the jelly every few years.
There can be many other causes of static and noise (known as RFI) in
your Dad's radio....even the radio itself. I would suggest reading
the ARRL books on the subject to help identify the cause and cure.
