Hi Bob
We worked very hard on this particular section because of your e-mail pointing out the pitfalls of the semantics to begin with.

I think I see where your coming from regarding the "conflict".  I believe it is an interpretation of semantics.  That said, obviously we would like to avoid any clarity problems from the outset.  I am sure we can come up with language that is less obfuscatory.
