Jeff,
Who asked you to donate $3 via PayPal for a Qsl card, if I may ask? Nowdays, It's becoming practice for the well known dxpeditions to ask for a donation using PayPal in case you want to receive your Qsl ahead of the others. This is not mandatory but only on voluntary basis. You can still get your Qsl the old fashion way (buro or direct). Few days ago I donated 5$ using PayPal to VK9GMW Mellish Reef, for their great effort activating this rare spot on Earth.

Wow. 9 years for a petition reply? My experience has been much faster, although not nearly as satisfactory...
A guy I had a Q with offered the chance to have the card issued immediately - after web based log confirmation look-up, and payment of about $3 via a paypal link. That got me to thinking...
Perhaps I can petition the ARRL desk so that my QTH could become one of the new rare DX locations - and if I offer immediate confirms via web + paypal, then I could cover the "costs" of the "DXpedition to Exotic location of Lenexa."
The DXCC desk has responded denying my petition. They said, I could be granted this designation only if the call sign prefix of BS were available. And since BS is already taken, there is not enough BS to go around. And I therefore would have to table my BS request until such time as additional BS calls may be available. Rats!!!
Not to be turned away... Next, after the XYL remarking at the cost of paying for the electric power consumed by the SB200 - and then the cost of additional aircon required due to the heating caused by the SB200, I have since petitioned the Obama administration to have the AC0C shack be classified as a bank holding company - so that I can qualify for TARP funds. That should help cut down on the number of times the wife looks at a UPS delivery box and says "whatz-zat?"
On a serious note, SARTG this weekend so dust off that sound card interface or that old WE machine. There will be RTTY in the house this weekend.
