[KCDXC] FCC Adopts BPL Rules - Powell Gives Ominous Warning

Kerry does support broadband, but specifies SECURE. If someone can
explain how BPL qualifies as secure, I'd appreciate it.
BTW, the only reason Bush would be a W0 is 'cause he can't count as high
as 5.
