[KCDXC] Pecular/Stet DX Club

GE Everyone,

In an effort to aquifer another DXCC QSL checker in the area we, 
the Kansas City DX Club, are establishing a second club in Missouri.

We need 25 members to qualify as a DX club with over half being 
ARRL members, this gets checked.

For our first, and possibility last ballot,
The new club should be named
