There are several available. What you want is an "NTP Client" program (NTP
is Network Time Protocol). They work by synchronizing with any of dozens of
servers on the internet that maintain accurate time. Once the NTP client is
installed, your machine will be within a few milliseconds of the correct
UTC all the time (at least, while you're connected to the internet.)
Tardis is one of the easiest to use: http://www.kaska.demon.co.uk/tardis.htm
And if you have multiple PCs on your home network, there's a companion
program called "K9" that you can run on the other machines and they'll sync
up with the machine running Tardis.
