Here is a report from Bert, KA5PAO:

The tower in question is home built, by a CBer, using 1" square tubing. 
It is topped with a broken 4 element moon raker antenna, at approx. 
45'. The tower exhibit rust on the unpainted portions of the tubing and 
the tower is one 40' continuous welded unit, approx. 20+ years old, 
with old frayed guy wires. The base is setting in a pool of water.
