[KCDXC] CDR Rotor Control Question

Hi Guys,

Can anyone tell me if this is "normal"  with a Ham-M  CDR rotor control:
does the meter light only come on when the lever is moved from the
"centered" position also does the meter not indicate unless the lever is
moved?

Haven't used one of these before so trying to figure out if is broke
before I try to "FIX IT".
