Here's the reponse to my question from the ARRL's Dan Henderson.
Now I guess I need an accurate list of all the club members who are
currently in good standing. and who live within approximately 175 miles of
KC.
I got a map and see where 35 miles comes out to.
Centering on I-70 and State Line a 35 mile circleto the north and working
clockwise includes Grayson, MO, Holt, Excelsior springs, Orrick, Oak Grove,
Lone Jack, Pleasant Hill, Peculiar, Cleveland, The Northern most tip of
hillsdale Lake, Eudora, Tonganoxie, Leavenworth, Westonand Edgerton, KS. The
circle is a guideline and can be moved to accomodate folks. I don't know of
any KCDXC members up near  Excelsior but we may have a few down near
Wellsville. We can move the circle to the Southwest to accomodate them as
long as nobody tries to enter a score from Excelsior.

Hi Tom:

You need to send the ARRL Contest Branch (you can email it to me) a list of
all members that are eligible to submit a score for the club.  This should
not be just a membership roster, as there are often persons on a roster such
as that which are not eligible because of distance.  It also is not a list
of people that you believe got on and operated - doing that always leads to
someone being overlooked it seems. We are working on making it possible for
the designated club official to maintain that list at our website, but we
aren't quite ready to open that feature yet.

The club member need to include the club name exactly as it appears on the
list at the ARRL Contest Branch Web Page at
http://www.arrl.org/contests/club-list.html on their summary sheet (if it is
a paper log) or in the CLUB: field of the Cabrillo file header (if
electronic).  Please do not use abbreviations, as that sometimes leads to
confusion (such as is GARS the Greenville (TN) ARS? Greenville (SC) ARS?
Greenwood ARS? Greer (SC) ARS - you get the idea).

To be a local club, all members operating in the contest must reside and
operate with a 35-mile radius circle of the designated club center.  We do
not require you to submit the exact locale of the circle unless a question
arises.
