Stop.  Don't do anything until you do the following:

1. Log on to the ARRL bookstore and purchase a copy of  the book called 
Antenna Zoning by Fred Hopengarten, K1VR.  It's pricey ($50) and you can 
donate it to the club after you work the P5

2nd.  Follow Fred's instructions to the letter.

3rd.   Obtain a photograph of another tilt-over system similar to 
yours...but photograph it from an angle that fairly represents how it 
really looks. Do not take a vertical shot...from the base up.  It will make 
it look like it is 600 feet tall.  Keep in mind, what we as hams think is 
beautiful the neighbors (and xyls) hate.

4th.  Jack H, Schrimsher JD, K0WTS is a  ARRL Volunteer Counsel for the KC 
area.  He is a city attorney for KCMO and might have some insight or
