I use a galvanizing "paint"...comes in a spray can.  Seems to last
a long time out in the WX.  There is a chemical treatment that
can be applied to get rid of rust.  It's called "Naval Jelly" and
it makes a good "prep" for the galvanizing spray.

I know it's expensive, but buy them from Rhon!!  DO NOT just buy
tower bolts from a hardware store since you really don't know what you
are getting.  The Rhon bolt sets are truly GALVANIZED, not just
"plated" like the hardware store stuff and they will last the life of 
the tower.
