[Kantronics] Gateways?

I'm looking for a way to use a Kantronics KAM (old dual port model)
to offer a gateway between VHF-packet and HF-pactor.

Will the KAM do all this alone, or will I need to dedicate
a computer and software (WInlink?) to the operation?
I am trying to do this with just the KAM, VHF and HF radios-
no KISS or HOST mode and PC running fulltime.

I'd like for either VHF or HF users to leave messages, bulletins
or traffic  (ex: SP, SB, ST) on my KAM and then have them 
forwarded automatically via pactor on HF.
