Been to Barragada many times and there are alot of HF Antennas there some towers around 100 ft and smaller wire types looks like directional dipoles pretty neat stuff. They got a government sign on the place but never see any signs of life there.

Not sure about BARRIGADA, but FINEGAYEN is essentially closed down, save for
extensive SATCOM installations. Word I got is that they moved NCS up the
road, toward ANDERSON AFB, and now call it US NAVAL TELECOMMUNICATIONS AND
COMPUTER STATION or something similar.
Nearly all of their comms are done via SATCOM, LAN networks, and such - back
in '98, I had occasion to sit with some VERY HIGH RANKERS from CINCPACFLT,
in SDIEGO, and asked them... "What do you do when the bad guys cut your
phone lines and kill your LAN networks?... and "kill your birds?" They
looked at each other, and nodded - hope I did some good.
Uncle Henry flew with the BLACK CATS out of Tacloban, Leyte
Dad helped liberate Bagio and Manilla (148th. Infantry - 37th. Division)
yeah... I got attachments to the PI
