The short answer:

"It depends on which hemisphere the sending station is in."

The long answer is in a separate post.  No, I really don't understand it
either, but is food for thought and bears re-reading a couple of times.

BTW, the poster, who works for Dialectric, a commercial antenna
manufacturer, has visited our clubhouse.  He lives in the San Jose area.
