[K3VOA] June VOA ARC minutes

All,

Since Tony sent out the meeting minutes early last month, i decided to
balance his punctuality with tardiness by submitting the meeting minutes 3
hours before the next meeting.  Please see the attached document. Not much
has changed from the previous month.
