Meeting adjourned at 20:15 Mark, W3MSR CCARC, Secretary Carroll County Amateur Radio Club, Inc. Proposal There is no convenient way for persons in the area served by the Carroll County Amateur Radio Club (CCARC) to get a Technician class amateur radio license except through self-study or travel to another club or distant location, for example, the National Electronics Museum in Linthicum, both of which can be problematic. In addition, the CCARC has aperiodic opportunities to recruit new amateurs but no resource to offer that supports prospective amateurs getting licensed. The ability to offer training with VE testing, either regularly or ad hoc, will benefit the CCARC and the community. Proposal Form a standing committee to create the ability for the Club to offer technical training. Specific goals should include 1. Create, using any available resources, a Technician level course. 2. Cause one session to be taught prior to February 1, 2018. 3. Course materials archived on the Club's Google Docs storage space. 4. Propose, if needed, a funding request to the Board of Directors by December 1, 2017. 5. Recruit the requisite number of VE examiners such that the license exam can be given at the end of a course. 6. Make recommendations for a schedule of next classes. 7. Propose curriculum for General and/or Extra class training. Discussion This proposal does not require committee members to teach the course, however, the materials created should be such that those interested in teaching the course have the materials they need to be successful. Recruiting the first class's teachers is part of this effort. The ARRL offers a number of resources for educating prospective amateurs and they should be reviewed to determine the best fit for our needs. It is possible that initial funding will be needed to create the course package, for example, to purchase a guidebook from the ARRL, and any request for funding should be submitted as early as possible to the Board of Directors. Part of this proposal is to certify a number of local Volunteer Examiners, probably affiliated through the Laurel VEC, such that they are available to proctor the exam at the end of the course, or at a reasonable time thereafter. It is suggested that there be one Committee Chair drawn from the general membership with one Board of Director member acting as mentor to the committee.
