Attached below is briefing #5 from the Carroll County EOC.

The 10:30 statewide emergency management conference weather call just 
concluded.  There is very little significant change in the forecast – 
snow is expected to begin between 3-5 p.m. in the southern portion of 
the county and between 5-7 p.m. elsewhere throughout Carroll.  The 
current amount of snow expected to accumulate is in the range of 24”-30” 
with the possibility of higher snowfall amounts underneath any bands of 
heavy snow that may form.  The “Most Likely” snowfall total graphic from 
National Weather Service is included below. The wind speed, temperature 
and wind chill forecast remains the same as previously reported.

The Governor’s State of Emergency Declaration went into effect at 7:00 
a.m. today.

The Snow Emergency Plan will go into effect statewide at noon today.

The Carroll County EOC will activate at Level I (emergency management 
staff only) at noon today; the activation level will increase to Level 
II at 6:00 p.m. this evening and 1-888-5-GET-EOC will be available at 
that time.

We will be monitoring WebEOC and encourage you to post informational 
updates from your agency into the system to allow for better situational 
awareness amongst all of us; however, please DO NOT HESITATE to contact 
the EOC via phone if you have any urgent needs or are having trouble 
with WebEOC. A phone extension list will be posted in WebEOC after the 
Level II activation at 6:00 p.m.

you will be doing to respond – stay safe out there!
