[K3PZN-List] Carroll County EOC Briefing #4 - RACES Support

Folks;

Here's Briefing #4 from the Carroll County EOC. RACES Support at the EOC 
is now requested. Tony KF3AK and I will get there early, get all the 
equipment going, and start the first shift. If anyone is able to support 
a later time slot to relieve Tony and I, please let me know. Otherwise 
we will probably be there through late Saturday evening.

During this event, we will also have the CARET net activated on 145.410. 
I would like to try using MT63-2K for sending bulletins and other 
information. I recommend using FLDIGI, which is great on both Windows 
and Linux platforms. It's not necessary to have a physical connection to 
your radio to receive or transmit data - the mode works that well.

**EMERGENCY NOTIFICATION LIST EMAIL**

Our 4:00 p.m. weather conference call recently concluded.  As 
anticipated, the National Weather Service has upgraded the previous 
Blizzard Watch to a BLIZZARD WARNING, effective 6:00 p.m. Friday until 
6:00 a.m. Sunday.   Also, a State of Emergency has been declared by the 
Governor, effective tomorrow morning at 7:00 a.m.

Snow is expected to begin in the southernmost portions of the county 
around 3:00 – 5:00 p.m. and in the remainder of the county from 5:00 – 
7:00 p.m.  The National Weather Service has now increased the total 
accumulation forecast from this storm to 24”-30” throughout Carroll 
County (graphic included below).

Carroll County Government offices will close at 3:00 p.m. tomorrow 
afternoon.  Carroll County Public Schools will dismiss three hours early 
tomorrow.

Due to the changes in the forecasted snowfall accumulations, we are now 
requesting in person EOC representation from additional agencies, 
specifically:

Health Department

Dept. of Citizen Services

Dept. of Social Services

American Red Cross

RACES

The EOC will activate at Level I (emergency management staff only) at 
noon tomorrow; the activation level will increase to Level II at 6:00 
p.m. tomorrow evening.  Agency representatives should report to the EOC 
no later than 6:00 p.m. – emergency management staff will be on site at 
the EOC prior to that time so that those representatives who wish to 
arrive a bit earlier will have access to the facility.

If staffing information has not yet been submitted from your agency, 
please send it to Matt Rodriguez at mrodriguez at ccg.carr.org

Virtual Representation is still requested from the Department of 
Information Technology and MEMA.

Note: For those individuals monitoring WebEOC remotely, please remember 
to utilize the Sign In/Sign Out board so that staff members within the 
EOC are able to access reliable contact information for each agency 
representative.

Thank you for all that each of you and your agencies are doing to be 
prepared to carry out your mission, and spread the word to our citizens 
about the appropriate actions they should take to remain safe in the 
face of this storm.
