Others  who know the rules much better than I do may wish to comment, but
my understanding is that he could not legally operate as W3/UA9UAX since
there is no reciprocal operating agreement between the USA and Russia.  The
Russian hams who were here for WRTC last year all had passed the US exam
and had their own US call signs.  Unless UA9UAX does the same, he would be
treated the same as an unlicensed person while sitting in the operating
position at a US ham's shack.

(Not that the FCC would know; with a limited budget they don't monitor the
US ham bands except as the result of a complaint.)

Sorry to be a wet blanket...  I have had Russian ham visitors in my shack
on a couple of occasions.
