I am thinking that a signature is only required to convey that this 'delivery' came from Carroll County for virtue of the exercise. Thus any CCARC participant should work, and thus we should also write CCARC on the card. (In a real movement of equipment we would not be driving to TBD to obtain a signature - its only to validate the exercise in my reading).
Do we have other requirements to fill from CCARC for the SET ? Maybe its obvious our ARES net will be up and running during this exercise. Given extreme weather, perhaps may of us should be on emergency power and also someone should track Ray's travel via packet without the internet.

That's good. You'll need to coordinate handing off your 3X5 card "equipment" the the Frederick County ARES person in Mt Airy. If I'm reading it correctly. As for the signature, you can get the signature of another ARES member or you can stop by for my signature. I'm assuming the signature is of an AEC or the EC of Carroll county.
