Interesting ... before my time ... sounds like an exotic receiver. Especially if it has not been turned on in decades, there is risk in just firing it up.
Each club has its experts in vintage rigs - N3WM with our club, W5IDA is the resident expert for CARA and perhaps our regions leading expert.
I can imagine a professional restoration to be pricey, and it is labor intensive. I suggest he locate some good advice, via web or maybe someone local - but likely he might have to do the restoring himself. I restored a much less rig that I had operated as a youth so definitely its a rewarding experience, but it will take some patience.

I am not real familiar with on-line vintage ham radio forums. This is an association I am familiar with - but there are also on-line forums so you should try some google research - including simple searches like Hammarlund HQ-170 restoration.
