Have a few moments waiting for a storage controller to reboot so I'll try and address what I can in that time. 



Speaking as the chair and concerned only with parlimentary proceedure: 

     - Our current bylaws/rules of order do not provide for submitting business in this manner. 

     - Any member is free to propose this or anything else at the meeting if they so choose. 



Examining the proposal on its merits, which since its not under formal debate at this time I am free to do (chair cannot enter into debate during the meeting) at this stage: 



From  a practical standpoint I would caution against including the word "immidately" in such a motion since that timeframe is an impractical implementation period (is someone in violation if it doesn't happen within 60 seconds of adoption? 60 minutes?)  for anything. In addition no implementer is specified, so there isn't anyone responsible for the implementation, with a direct command such as this the implementer needs to be clearly stated, preferably by office/position, not by name. 



I also caution against "transformed into an up-to-date, accurate and informative web site" since there is no mention of who makes such a determination and the forum for such a decision is left unstated. 



Finally I don't quite understand the reasoning behind a restriction that the webmaster be proculded from being a member of the board. Such a restriction is a great idea in the establishment of certain functions like an audit or nominations committee but as I general restriction on someone carrying out a task it seems unnecessary. 



The links to Frank's site and some of the older stuff needs to go and its probably time to just delete and start over since its hard to maintain the page as-is (Frank used MS Front Page) the proposal is a little bit of overkill.

Andy, 

Thanks for sending me an e-copy of the flyer (both sides).   

The web site is still missing side 2, which means that visitors are unaware 
that there are indoor tables available, among other things.   

Also, mention is made on side 1 that there will be a technical seminar held 
at the hamfest and that details can be found on the web site.  I have not 
been able to find any details about the seminar.   

I won't be attending the October membership meeting, but would like to 
propose, in absentia, an item of new business: 

******* New Business ******************************* 
"I make a motion that the club web site be taken down/disabled immediately 
and remain down/disabled until such time that it can be transformed into an 
up-to-date, accurate and informative web site.   

Further, I move that the board of directors seek a webmaster from the 
general membership (i.e., a non-board member).  In the event that a 
webmaster cannot be found from within the general membership, the web site 
shall remain down/disabled." 

In support of this motion, I submit a few of the reasons that the web site 
should be taken down: 
1. It is woefully out of date (for example, pictures are featured, but are 
from events held in 2003 and 2004) 
2. There are broken links or links that should be broken (for example, there 
is a link to the Frank K3MTT/SK web page.) 
3. It is defective with regards to the upcoming Mason-Dixon hamfest. 

In short, the web site is an embarrassment to the club.

If submitting an item of new business in this manner is out of order, please 
let me know, please accept my apology and consider it withdrawn.  In that 
event, I will plan to submit it at the October 19th board meeting.   

If the motion is not out of order for the membership meeting, perhaps 
someone will act as my proxy and present it at the proper point in the 
meeting.

Sunday morning $16.00 ea. 

Looks like something happened to the hamfest page... it was there a few 
weeks back. I'll see if I can get it back.
