Joe,
None of the managers for the expeditions have said that your are
required to make a donation to receive a QSL. What they do say is
that if you want expedited service then pay the toll.
I operated from several DX locations in the 80'f from Africa. I had
QSL mangers to take care of the cards. With more than 50,000 QSOs
from several of these locations it was my policy that if you wanted a
QSL card you sent the card and the means to get mine back to you --
e.g., SASE or SAE with postage.
Today, operations are going to rare locations and incurring
significant expenses to do so. If the purpose of the QSL is simply
to have a confirmation - then after all of those willing to pay the
toll to get the card quickly can wait the 6months to a year for the
cards sent via the bureau. However, even the cost of sending via the
bureaus have added more and more cost to sending QSLs to thousands of
stations.
Are you one of those who thinks that you are entitled to receive a
QSLs just because the station is on the air and you make a contact
with it? Your comments certainly sound like so many others who
thinks someone else should pay - the government, someone else but not them.
