To support emergency communications into TX and LA, because HF NCIS has been unreliable with low sunspots, sounds like widespread use was made of Winlink Airmail and D-STAR (via a HF repeater that was far enough away -- Georgia in this case ... and note the agency serving is the same as our recent presenter).
This would be an interesting topic for a future club meeting, how these resources and protocols are integrated. And it begs the question -- if we had major outages in Maryland are we similarly prepared with existing hardware to make the connection (I presume to the same or similar out-of-area HF repeater) ?
