Yes a frequency counter would help -- but here is a better test: listen to both sidebands of WWV and verify it is properly centered at 10 MHz. This should provide accuracy better than 200 Hz. I am not sure I would trust a frequency counter to be accurate enough if its calibration has not been recently verified.
