Perhaps I did not make myself clear. This is a NEW database and you need
to fill in EVERYTHING because this is what the county needs.

I will not try to spend my time going between the two DBs to reconcile
discrepancies or missing data if I even can since some was not collected
in the old DB.

EVEN IF YOU ARE RENEWING fill it ALL out!
