Sean - I will agree with Curt, that packet is the most popular digital mode for VHF/UHF. Carroll County is active in packet and they have a repeater 145.030 dedicated to packet.
I have experimented using soundcard with a "buffer box" to do packet and was successful except for one issue. I used apgpacket engine software with agpterm and was able to get packet working with the Carroll County BBS. I have a guide on the Carroll County Web page for using this setup. However, every now and then it would stick in transmit! Because of this tranmit problem, I bought a TNC for about $200 that works fine with a number of software programs.
Also Frederick has a BBS repeater (W3FDK-10) 145.750 as well.
Anne Arundel and Kent county also have BBS repeaters on the same frequency as Frederick, but they are Winlink gateways as well.
Of the Carroll County group, N3SB (Steve), WX3F (Larry), and (K33AK) Tony are some of the more knowledgeable people on packet ops.
If you would like to discuss this on the air, the Carroll County emergency group meets on 145.410 repeater every Tuesday evening at 8:30 PM (local). You are welcome to join in.
