It means that techs that have managed to pass an element 3 or 4
exam within the past 365 days of 02-24-2007 can take their paperwork
to this session and leave a General of Extra without having to pass
element 1. If you have passed one of these tests and have not mananged
to pass element 1, you can still upgrade if your CSCE is still current
as of the special paperwork session. See you at BARC on the 24th!
