It is National Incident Management System.(FEMA)..many amateurs get 
qualified so they can participate in any emergency communications required 
in our area. You may want to surf the web..there is a lot of information 
available.

I picked up a 4.2 Watt QRP cw rig for 40 Meters...having a blast with 
it...worked Spain a couple of weeks ago with the little rig and a inverted 
vee. It's a Ten-Tec.
