CARROLL COUNTY AMATEUR RADIO CLUB Minutes
The Carroll County Amateur Radio Club met at the Fire Training Center on
January 12th 2004.
President Beckman called the meeting to order at 1931, there were 30
members and 6 guests present; he asked them to introduce themselves to
the gathering.
He made the following announcements; there is a COMEX tomorrow evening,
if you can attend let Larry WX3F know so he can get permission for you
to enter the EOC, the scenario will be an ice storm with power outages;
Februarys meeting will be held on the 9th and will feature an auction of
excess club equipment; the next board meeting will be January 21st;
March will be election month, nominations are open for candidates; he
proposes an audit of the club financial books by a committee formed of
club members, a club member audit should be conducted in the years
between an audit by a CPA; January VHF Sweeps will be conducted on the
24th and 25th
Doug N5LBJ mentioned that BARC with hold a mini-hamfest at the state
fairgrounds January 21st, it is free admission and free tailgating; the
Anne Arundel Radio Club is holding a Special Event January 17th at
1300z, look on frequencies 28.335, 21.365, 14.265 or 7.237.
Secretary report � minutes for November and December were reviewed, Doug
N5LBJ motioned to accept, seconded by Keith KB3HHK, approved.
Treasurers report � Joe N3YIM gave the report, it was motioned by John
K3KWO and seconded by Doug , voted and passed.
Board Report � John AK3Z reported on the November and December board
meetings; there was considerable discussion on the acquisition of the
MPT van; insuring the club equipment with ARRL was presented, the
premium returned was too high and adjustments will have to be made to
make it affordable; a donation to AMSAT was approved; Tailgate Fest 5
will be held on August 15th at the AG center; there needs to be a
standard set for the awarding of prizes at club drawings, this will be
completed prior to the next drawing; at the November meeting we
celebrated N3WM�s birthday with cake.
Training and Education � Clint W3ARS reported that the training tapes
are now available for study; a new class will begin on January 25th for
Technician, General and CW.
Repeater � Frank K3MTT reported that an effort to put the remote site on
line didn't go to well, seems that the technician from Hanky�s did not
wire something correct allowing for electronic smoke to appear, he does
not know when repairs will be completed.
ARES/RACES � Larry WX3F wants to hold a meeting sometime soon for
training; Phil KE3FL is taking renewals and new applications for
ARES/RACES, he was available for pictures if you needed one for
identification.
Publications � Joe N3YIM reported that the Oct-Dec 03 newsletter is at
the printers and will be mailed when it is received.
Station committee � John AK3Z there is little change from last report;
the HF Yagi needs some additional work before testing can be completed;
there is enough money in the budget to allow for the rental of a crane
to lift the new antenna onto the tower when we are ready.
Membership � Frank K3MTT asked for members for the committee and perhaps
a new chairman; a new roster will be available in March; if you have an
expired badge he would like to know and issue a new one.
Digital � John K3KWO said the net took a holiday break but will be back
in action this week; he needs checkins for the net; there is a new
software Digipan 7 which includes some very nice other applications.
Youth � Doug N5LBJ reported that the first session was a huge success,
the students were motivated and are looking forward to the next session,
they were introduced to a CW drill, a question and answer drill on Ham
radio and the basic parts of a communications system; the next meeting
will be February 14th at 1pm until 4pm.
Steve N3SB awarded Al K3ZE a certificate in appreciation for his efforts
at our hamfest.
New Business � the status of the van and its related costs were
discussed in some detail; there were suggestions on the establishment of
guidelines for the use of the van once in service; the list of repairs
needed to get the van through inspection and on the road were reviewed;
where to store the van was discussed and Rob K1RH offered his garage for
storage and will help with refurbishing and installing equipment the
van; drivers for the van will have to go through a driving background
check before being allowed to operate the vehicle, this is an insurance
company requirement prior to issuing insurance; there were both pro and
con comments but the general feeling was that it is a good idea and will
really enhance the clubs ability to respond and assist in emergencies.
The board made the following motion;
�Motion by the board to allocate funds not to exceed $2500 for repairs,
registration, taxes, initial insurance premiums and for other expenses
necessary to put the donated van on the road. The board will make
reasonable efforts to obtain donations and other support to reduce the
clubs funding outlay.�
It was motioned by Keith KB3HHK and seconded by Frank K3MTT to table the
motion until the February meeting, voted and passed.
The 50/50 drawing was won by Jerry N3GQK; he donated his winnings, $25,
to the fund for restoration of the van.
There being no further business, meeting was adjourned at 2125.
