Here are the minutes from the October 2003 meeting, correction,

CARROLL COUNTY AMATEUR RADIO CLUB Minutes
The Carroll County Amateur Radio Club met on October 13, 2003 at the
Fire Training Center.
President Beckman called the meeting to order at 1945, there were 28
members and 3 guests present.
President made his announcements; members and guests introduced
themselves; the next RACES drill is tomorrow evening the 14th at 7:30
PM; next board meeting will be the 22d at 7:30 PM at the FTC; November
Sweepstakes is coming up the 15-16th perhaps the club can make another
sweep; next club meeting is November 10th 7:30 at the FTC; the annual
Holiday dinner will be held at Boulevard and Beyond (old Wilhelm�s) on
December 7th from 5-8 PM, more details will be made available as to
cost, etc.; he thanked those who responded to the call for assistance
during Hurricane Isabelle; on November 2d there will be a Skywarn Basic
II class followed by a Winter Storm class, contact Keith KB3HHK for
details and registration; Keith KB3HHK will provide a sound system for
the Hamfest at a modest price to the club.
Secretary report was given by Joe N3YIM, motion to establish a club
Youth Organization and its budget was to be voted. Motion to accept was
made by William KB3GHE and seconded by John W3JJH, voted and approved.
Treasurers report was given by Bill N3WM, copy attached to file copy,
motioned by William KB3GHE and seconded by Jim K4CGY to accept, voted
and approved.
Board report was given by Steve N3SB, copy available in radio room.
Committee reports;
Repeater � Larry WX3F has made some hook-ups at the main site and needs
to get into the Sykesville site to complete the hook-up, they plan on
using a tone decoder in the system which means you will need to use the
PL to access the machine, there was discussion on keeping the PL on
24/7, a decision will be made later.
ARES/RACES � Larry WX3F thanked all those who assisted with the Isabelle
emergency, we had personnel at the County EOC, Club station, Winters
Mill HS emergency evacuation center and in several homes, also there
were personnel on standby in case they were needed; the thank you dinner
by the American Lung Assn will be held on the 14th of October, there is
still a need for more control ops, if interested see Bill N3WM or Larry.
Phil KE3FL asked about the use of emergency power when no commercial
power was available, those who use emergency power when commercial power
is available are wasting the emergency power that may be needed later.
Publications � Joe N3YIM reports that the Jul-Sep 03 Newswaves has been
sent to the printer and will be mailed when completed, sometime next
week hopefully.
Station _ Steve N3SB reported tower work will be completed when new
parts are available, they being the thrust bearings and mast.
Training and Education � Clint W3ARS had no report.
Membership � Frank K3MTT has a new roster available, he provided mailing
labels for the newsletter, if you have a badge with an expiration date
see Frank.
Digital � John K3KWO reports that 10 meters has been bad for PSK wants
to switch to 6 meters, 50.090. Mike N3VOP would like to run a 6 meter
PSK net following the Central Maryland 6 meter net on Wednesday.
Tailgate Fest � Joe N3YIM reported that the AG Center has been reserved
for August 8th 2004 for TGF 5 but no rain date has been set, final
reservations will be made after the Hamfest; there may be a tool show in
the large arena the same date, there is a lower road to the arena that
the tool show will use; Boulevard and Beyond will not provide food for
TGF 5, we need to find a caterer as their replacement.
Old Business � A motion to establish a Youth Organization, with an
annual budget of $500.00, with the purpose to enhance interest for youth
in Ham radio by building kits, classes for Technician and General
license and code practice to name a few, Doug N5LBJ said he is hoping to
start in December. Voted on and passed.
New Business � A special election to replace Rex K3RER who resigned from
the Board of Directors was conducted, Jerry N3GQK was nominated and
elected.
Mason Dixon Hamfest � Steve N3SB made several comments on lessons
learned from last year�s Hamfest that have been incorporated in this
year�s planning; sign-up sheets were passed around for volunteers on
both days, several jobs were also assigned.
There being no further business the meeting adjourned at 2112.
