CARROLL COUNTY AMATEUR RADIO CLUB Minutes

The Carroll county Amateur Radio Club met at the Fire Training Center on 
February 10th 2003.

President Beckman N3SB called the meeting to order at 1930 local.

There were 21 members and 5 guests present.

President Beckman as that each attendee introduces themselves and gives 
the age you were licensed, your callsign, and how did you get interested 
in ham radio.

The presidents guidance for the meeting included; next Board meeting at 
the FTC Feb 19th all are welcome; the election of officers will be 
conducted at the March meeting, nominations are open for all positions; 
the March topic of interest will be radio checks.

Secretary report was given by Joe N3YIM; old business included a request 
for budget upgrades from the Education and Training committee and the 
Station committee. Minutes were motioned for approval by KB3HHK Keith 
and seconded by N3SOK Jerry, voted and passed.

Treasurer�s report was given by Joe for Bill W3WM who was not present, 
motioned by K3MTT Frank and seconded by N3VOP Mike, voted and passed.
Committee reports were given as follows;

Repeater � Larry WX3F will contact the County to see if we can get the 
Sykesville site moving and completed; Keith reported that the 2 meter 
repeater was very noisy, probably due to the windy weather at the time; 
it was suggested that a tone be put on the 6 meter repeater, there is a 
lot of interference, Larry said that could be done.

ARES/RACES � Larry reported that the monthly EOC drill will be the 11th 
of Feb; the ARES/RACES team will meet on the 22d of Feb at the FTC; 
there have been no requests for support so far this year; there is some 
kind of a riff between ARES and RACES in the state, however, he could 
not elaborate; the State is looking for a digital operator to move 
traffic for the National Traffic System D, Larry seemed to believe we 
could do that from the club station with very little additional 
equipment. Phil KE3FL asked members who wish to join the ARES/RACES team 
to register with him; Keith read an article supporting ARES/RACES which 
stated that �the only reliable means of communication during the 
recovery of Columbia wreckage was Ham Radio�, it was suggested by Jerry 
that we gather all this type of information and present it to the County 
Commissioners in an effort to have them acknowledge the club as a viable 
communications source for inclusion the County Emergency Plan.

Training and Education � Clint W3ARS reports Technician classes have 
started again as well as the CW classes, both are held at the FTC; we 
need to recruit individuals for these classes; a test session is planned 
for March 20th 7PM at the FTC; Chuck N3TOT motioned that �the budget for 
the Ed and Tng committee be increased by $130.00 dollars in order to 
purchase Technician educational tapes�, seconded by Bryan AA3XZ, voted 
and passed; Clint has asked for members to volunteer to present work 
shops in their field of expertise, Larry has agreed to present a work 
shop in PSK on Feb 22 at 1PM at the FTC.

Membership � Frank has badges and cards for that member who has not 
received theirs; he will take pictures after the meeting for those who 
need them; a current roster is also available tonight.

Station � The station committee was to request an increase in funding to 
purchase needed equipment for the station, as we did not have a quorum 
present it will be delayed until the March meeting.

The 50/50 drawing was won by Keith and was a pair of Amateur 
Communications magnetic signs.

Al AK3Z displayed club logo clothing which is for sale by the club, the 
cutoff date is February the 28th, he will also have the clothing at the 
FTC during the training classes for your inspection, if we do not get 20 
orders, in order to get the 20% discount, and the deal will be dropped.

There being no further business the meeting adjourned at 2120.
