Greetings Friends;

You have until midnight TONIGHT to post your REPLY COMMENTS about BPL on
the FCC website. If you value the HF bands at all, please take a few
moments to show your support of the ARRL's filing. So far, very few members
have done so. It's not difficult. It will make a difference.

For those of you who missed last Monday's meeting, visit the ARRL website,
and find their video which shows what BPL will do to the HF bands. You can
expect S9++ noise just about everywhere from 2 to 60 MHz if one of these
systems is installed near you.

The instructions for posting are summarized below.

Go to http://www.fcc.gov/cgb/ecfs/ where you will find the Electronic
Comment Filing System. The period for filing comments is already over,
so you must be sure to post REPLY COMMENTS, responding to the comments
posted by the ARRL.

On the right side of the webpage, you'll see a link to "Search for Filed
Comments,"  the third one down from the top. Select it. This will take you
to a form to search for filed comments.

In field #1, "Proceeding," enter 03-104

In field #5, "Filed on Behalf of," enter ARRL. Click the "Retrieve Document
List" box at the bottom of the form. Several records should appear.

At or near the top of the list of comments will be the submittal from the
ARRL, filed by Christopher D. Imlay. Select the blue "Comment" link.

An Adobe Acrobat document (460 KB) will be opened. The entire document is
121 pages long, but the main arguments are in the first 23 pages. Review
it, and find the point(s) you wish to comment on.

Write your comments off-line, using notepad or your favorite editor. Save
your file as regular text or DOS text.

Go back to http://www.fcc.gov/cgb/ecfs/ and select the link "Submit a
Filing" on the right side of the webpage, second one down from the top. The
Electronic Comment Filing System form will appear.

In field #1, "Proceeding," enter 03-104

In field #2, "Mail correspondence to," select the "Name" button if not
already selected

In field #3, enter your name

You may skip fields 4, 5 and 6

Enter the rest of your mailing address in fields 7, 8, 9, and 10

Skip field #11

In field #12, "Document Type," open the list box and select REPLY TO
COMMENTS

In the second form, titled "Send Comment Files to FCC (Attachments),"
enter COMMENT in the "File Description" field if it's not already set that
way

Click on the "Browse.." button and find your comment file

Open the "Select one of these file types or convert your file to one of
these types: " box, and select ASCII Text

Click on the "Send attached File to FCC" button. Your Reply to Comments are
filed.
