CARROLL COUNTY AMATEUR RADIO CLUB Minutes

The Carroll County Amateur Radio Club met at the Fire Training Center 
October 14, 2002,
President Beckman called the meeting to order at 1935.

There were 28 members and 1 guest present, everyone introduced themselves.

President Beckman set the program for the evening; he also announced 
that the next Board meeting would be on Wednesday the 23rd.

John W3JJH spoke about the station being opened for the scouts JOTA 
Saturday the 19th and Clint W3ARS will have a group of scouts in the 
club station on Sunday the 20th. Jerry N3SOK mentioned that the State 
High School Band competition will be held on the 19th at the Westminster 
High School, and that parking may be a problem based on the fact of the 
number of bands that participate and the limited parking space at the 
school.

The drawing this evening was for a Martin�s Mystery Bag, $52 was taken 
in and Clint W3ARS won the drawing; the bag contained the ARRL Wire 
Antenna Classics books, volumes 1 and 2.

Minutes of the September meeting were approved by the members, moved by 
John W3JJH and seconded by Doug N5LBJ.

The Treasurers report was read and accepted by the members, moved by 
John W3JJH and seconded by Jerry N3XWT.

John AK3Z, gave a report of the September Board meeting, items discussed 
were the budget, the Amplifier for the 440 machine, multi-year 
memberships and vests for the ARES/RACES members. It was felt that the 
ARES/RACES members should decide which style and type vest they wanted. 
Bill N3WM said that as treasurer he had no problem with multi-year 
memberships as long as the membership approved, Keith KB3HHK asked if 
there would be a reduction in the rate if paid for a multi-year 
membership, Steve N3SB said the bylaws did not allow for a reduction. 
Bill N3WM reported that the amp for the 440 machine had been ordered and 
should arrive soon, Steve N3SB elaborated on the amp as a Henry 
amplifier which is a really good amp and is like the one being used on 
the 2 meter machine now.

Steve N3SB made a motion by the Board to increase the Holiday Dinner 
from $300 to $600 in the budget, the same as was allocated last year. 
This will be voted on by the membership at the November meeting.

Committee Reports;
Repeater Committee � The remote site is still not up and running, 
installation has been cancelled twice and no new date has been 
announced. There was discussion about using a 440 link to the site and 
by-pass the county microwave system, after some discussion it was 
believed we had better go with the county, Jerry N3SOK wanted to know 
what happens if the county would want the portion of the microwave link 
they gave us for their use, Steve N3SB stated that there were many 
frequencies in that link and that was not likely to happen ever. Tony 
KF3AK stated that we had installed the antenna two years ago. Jerry 
N3GQK suggested we move off the county tower and do an installation of 
our own, Frank K3MTT remarked that to lease property in that area is 
very difficult as not much is available, and the cost of a 440 link is 
very expensive
probably about four times the cost of going with the county. John W3JJH 
stated that it is a great advantage to using the county system.



ARES/RACES committee � Tony KA3FK talked about the Simulated Emergency 
Test (SAT), they had a good turnout for from the club, Army MARS 
participated as well using their repeaters for communications, Eric 
KB3HKG operated as control operator for the test. The ARES/RACES team 
has some suggestions on how the station committee can improve the 
station for better operation which they will present to the committee later.

Station Committee - John AK3Z reported the work to the tower rotor plate 
has not been completed; there will be a complete station clean up 
shortly. There is a problem with the new 450 antenna and he will 
probably send it back to the manufacturer as it does not assemble as it 
should. Doug N5LBJ sent a letter to the committed about changes to the 
station such as labeling equipment, providing training on all the 
different radios and equipment, the committee will take those into 
consideration and make corrections as time and money permit. With the 
money in the station budget short this year to provide a balanced budget 
the committee has not progressed as expected. He was disappointed that 
only 5 station surveys were received from the membership as requested in 
the April-July NEWSWAVES. Al K3ZE stated that in an emergency, members 
will respond in support of the club and that the 5 responses are really 
not an indicator of the clubs support, he also mentioned that a survey 
of ARES/RACES members should be taken to see what equipment they have 
and could use in an emergency. John W3JJH donated a Heil mike to the 
station committee, which should improve breaking up those big pileups.

Publications � Joe N3YIM reported that the Jul-Sep NEWSWAVES has been 
placed on the club web site and should be mailed out to those not 
receiving by E-mail next week. The Oct-Dec issue is underway.

Membership � Frank K3MTT had several badges to pass out to members, he 
will be taking member pictures at the Hamfest and holiday dinner. If you 
need a copy of the roster he will send one to you if you request it by 
E-mail. He has supplied labels for the NEWSWAVES mailing which contains 
your club expiration date.

Training � Clint W3ARS will start new classes on the 20th of October, 
there will be three levels of training, Technician theory, CW and 
General theory with a VE session to follow in December. Joe KB3DSR is 
working to establish a Skywarn class for the area.

Hamfest � Steve N3SB ask for help in several areas and some volunteers 
were recruited, set up will begin at 4PM Saturday the 26th with general 
admission beginning at 8AM on the 27th. An ad has been placed with 
Adelphia cable that will run for two weeks. He was disappointed that 
vendor sales are still very slow. With all the advertising he expects 
over 1000 to attend, the Hamfest has been placed in many magazines and 
over 6300 flyers were distributed at several Hamfests, this should be a 
good year.

Jim K4CGY reports that there will be a QRP party on the 26th from George 
Washington Monument Park, they will use CW and SSB, check it out.

Keith KB3HHK is working on getting a generator donated from his 
employer, it may need some minor repair, but other than that is in good 
shape.
