You've got it correct. Technically.
Maybe I would consider saying our section as MARYLAND-DC instead of
phonetically spelling out the abbreviation.
Here is my opinion on the subject -- you want to get the callsign across to
the other station. You should use phonetics that accomplish that goal. Take
for example, the K3AO Field Day effort that'll be on the air about 5 miles
South of our site. Technically, they should use KILO THREE ALPHA OSCAR. I
bet you'll hear them say KILO THREE ATLANTIC OCEAN much more frequently. To
me, "Atlantic Ocean" is much more recognizable.
It's possible to go the wrong way with this, however. I wouldn't use the
phonetic PHILADELPHIA for P -- sounds too much like an F.
