MINUTES OF THE AUGUST 12TH MEETING ARE ENCLOSED, 73

Carroll county amateur radio club minutes

The Carroll County Amateur Radio Club held their monthly meeting on 
August 12th, 2002 at the Fire Training Center (FTC).

President Beckman called the meeting to order at 1940.

There were 26 members and 1 guest present.

Members introduced themselves to the gathering.

Steve N3SB, made the following remarks, the next Board meeting will be 
held at the FTC on Wednesday the 21st of August, all members are invited 
to attend and see your Board of Directors in action. There are flyers 
for the Hamfest in the radio room, we need to cover the Hamfest's at 
Pleasant Hill Pa on Aug 25th; CARA/FAR West Friendship Md on 7-8 Sep; 
York Pa on Sep 14-15 and Carlisle Pa on Oct 26th, if you can attend any 
of these and are willing to distribute flyers please do so.

Tony AF3AK, mentioned that the items he brought to the Tailgate Fest 
were donated, and the donor had asked for a copy of "Newswaves" which 
Tony will take to him. He also contacted Bill N3XLY, about the missing 
Club minutes, Bill said that he had them and would get them to the Club 
on his next visit.

Joe KB3DSR, ask if the Club would be interested in purchasing vests for 
the workers, he described vests he had seen at a function, and knows 
that they come in various configurations, Jerry N3GQK, his vest which is 
what Joe was talking about. Keith KB3HHK, also mentioned he had seen 
these vests in action at the Weapons of Mass Destruction drill last 
Saturday in York and indorsed them as being very practical and useful 
for emergency operations.

Jim K4CGY, brought batteries for members who wanted them, he didn't have 
any trouble getting rid of them.

Minutes of the July meeting were discussed, Jerry N3GQK motioned they be 
accepted, seconded by John AK3Z, motion carried. (Official copy attached)

Financial report was given by Joe N3YIM, motioned by Keith KB3HHK, that 
the report be accepted, seconded by Mike N3VOP, motion carried.

John AK3Z, gave the Board of Directors report; dues increase was 
considered and will be voted on at the September Club meeting; there was 
much discussion about Tailgate Fest 3; the transfer of important 
documents from the Club files to the safe deposit box; and accessed a $3 
fee for the replacement of lost member ID's. Steve N3SB, said that we 
need to get along with things that need to be accomplished by the Board, 
the Board needs to get out of the business of doing it all and have 
committees appointed to handle it all.

Joe N3YIM, told the members that the safe deposit box had been 
transferred from the past administration to the new administration, Joe 
and Steve N3SB, are on the signature card, there was a suggestion that 
there be two members be present to enter the box, the bank has no such 
policy however, as many as want to may see or edit the contents after it 
has been retrieved from the vault. When the old box was opened there was 
nothing in it, when Frank K3MTT, finishes making electronic copies of 
all the important documents, the originals will be stored in the box.

Committee Reports;

Repeater - Larry WX3F, reported that he is trying to contact Mike 
Valentine so that the remote installation can be completed, after 
several attempts he called George Thomas who said that Mike has been 
attending training and not available. The 450 repeater is operating on 
the exciter only as the amp is down, Bill N3WM will be on the lookout 
for an amp to replace the broken one. The auto patch line has been 
disconnected as of Aug 1st; the county line has not been connected so 
there is no 911 line at this time. Doug N5LBJ, stated that the Board was 
wrong to disconnect the line without having the county line connected so 
we had 911 access, Steve N3SB, said that the Board was under the 
impression that the disconnection by Verizon would be followed 
immediately by hooking up the county line, this obviously did not occur .

ARES/RACES - Larry, WX3F, announced that the Wine Fest Bike Tour is 
scheduled for September, 21st or 28th will advise later; the annual SET 
will be held in October, Mike Carr, State Coordinator wants us to 
prepare for it by coordinating with other agencies. There will be a 
meeting of the ARES/RACES group on August 31st at the FTC beginning at 
10AM. A call up tree is to be established for ARES/RACES members, Keith 
KB3HHK, will handle this project.
Phil KE3FL, announced that the ARES/RACES data base has been updated to 
include new members. John AK3Z, announced the Civil War Bike Tour on 
September 14th, this ride covers 100 miles of mountain terrain and is 
demanding for riders and for communications as well, it will be held in 
Thurmont Md, he needs help and please let him know if you can assist.

'NEWSWAVES' - Joe N3YIM, reported that the April - June issue was mailed 
near the end of July at a cost of $4.56, this was because of the 
outdated stamps found in the file cabinet, we just added sufficient 
postage to meet the current rate. He asked for input to the July - 
September edition if anyone has any information they want to publish. He 
apologized to Phil KE3FL, for not publishing his article, it was just to 
long for that edition and would have run the cost of mailing up, and it 
will be published in a later issue.

Station - John AK3Z, reported that the committee has been trying to hold 
a meeting but things keep getting in the way, so they have set a meeting 
this Sunday, the 18th, when there will be a tower climb to determine 
what needs to be done to antennas and the tower and to prepare for the 
installation of the tower plate. The committee will also review the 
survey which was completed by members of the Club for their opinions 
about how the station should be equipped, also the committee has some 
ideas they would like to see implemented.

Training - Clint W3ARS, announced a test session on Sunday the 18th of 
August at the FTC starting at 7:30PM. Classes are still being conducted 
on Thursdays as well as the Saturday classes by Al K3ZE, at the FTC 
starting at 9AM. Clint presented Nick KB3IIK, with a completion 
certificate for completing his class and being licensed, he also gave 
Nick a free 6 months membership to the Club, the first one issued.

Hamfest - Steve N3SB, has established a data base of attendees from last 
years Hamfest, and from the Tailgate Fest's, there will be a mailing to 
all those in the data base prior to our October Hamfest.

Tailgate Fest 3 - Joe N3YIM, everybody was watching to see if the third 
would be the charm, finally all the elements required to make it a 
success fell in place, 1) great facility; 2) well balanced aggressive 
advertising campaign; 3) great weather and 4) lots of customers. We were 
all surprised at the amount of Tailgaters and Buyers, as one of the 
members stated "they just kept coming and coming" it was a job to keep 
up. After all the dust had settled and things were cleaned up and put 
away it was time to count the proceeds, after taking out our expenses we 
banked a profit of $1585.51, this is not the final figure as several 
mailings of door prizes must be accomplished, even so we will still bank 
over $1500.00. He thanked those who helped make this such a success. The 
membership immediately voted to conduct the same event next August 10th 
at the AG Center, preparations will begin at once. Joe did ask that a 
new chairperson step forward as he needed a break. President Beckman 
presented Joe with a nice certificate for his efforts in the three 
Tailgate Fests conducted to date.

New Business, Clint W3ARS, stated that several members had displayed 
some displeasure with the elimination of the QSL Bureau support from the 
Club budget, he made the following motion; "That the Club reinstate 
funding for the out going QSL Bureau, and that this funding will not 
exceed $100 a year" it was seconded by Phil KE3FL, voted and passed. 
Mike N3VOP, has volunteered to collect and mail the cards for the Club.

There being no further business, the meeting adjourned at 2120.
