It doesn't matter anyway - from Robert's Rules (pg35-36):
"After debate has begun, or if there is no debate, any member has
voted, the lack of a second has become immaterial"
The purpose of the second is to prevent time being wasted on a motion
that only 1 person wants to consider by guiding the chair if they should
proceed to consider the motion or just move on without considering it.
