The treasurer won't like the suggestion, but pro-rating makes sense.  For example when 2011 comes due, suggest that Rob for example only pay for 6 months.  Its an easy procedure to take a year's dues, and bill for a portion of a year the next year for new members.  For renewals - well you can guess what makes sense.  New members are gold, particularly when they renew - so let's treat them so.
