A comment and suggestion:
Had I known Doug's draft would have been included, I would have commented
earlier. The "Youth" proposal should be labeled as a proposal/draft. It is
an excellent start but it needs more discussion. I believe Doug had talked
about developing it over a couple of month time period.  Also, The title
"Youth Organization" more aptly should follow the language in the Purpose
and be changed  to "Youth Program", as it is not a separate entity from
CCARC, but is an activity. Calling it a Club or Organization may get us in
sticky territory with insurances, the club bylaws, and possibly with our
incorporation.

The report should be changed to remove Doug's Draft as it was not part of
the meeting and in its place make the following  statement:

"The motion for reimbursement of Now Your Talking for new hams was
discussed and the Board recommends that the motion not be approved. The
reason is that the Board has recognized the need to help young people get
interested in the hobby and is considering sponsoring a program designed to
acquaint students with HAM Radio using a hands on program approach. Doug,
N5LBJ is drafting a proposal that will be presented to the membership at a
CCARC meeting."

CARROLL COUNTY AMATEUR RADIO BOARD MINUTES

The Carroll County Amateur Radio Club Board of Directors met at the Fire
Training Center on August 20th, 2003.

President Beckman called the meeting to order at 1935 local time,
members present were, Steve N3SB, Keith KB3HHK, Bryan AA3XZ, Doug N5LBJ,
Frank K3MTT, John AK3Z and Joe N3YIM.

President Beckman set the agenda and made the following remarks;
comments to the comments on Broadband to Power Line (BPL) are due
tonight before 12 midnight; the club will be helping at the FARFEST on
Saturday the 6th of September by selling tailgate tickets from 6AM until
2PM; there will be a Mason Dixon Hamfest planning meeting in September;
the tower rotator plate is being made and can be installed perhaps this
week; the remote site update, Larry WX3F, is working with the county to
gain access to the Sykesville site and to work at the Gorsuch Road site;
we need the serial numbers of the equipment at the Gorsuch site for
insurance purposes; he ask John AK3Z to draft a letter to the county
thanking them for use of Freedom Park during Field Day and asking
permission to use it for Field Day 2004; at the September meeting Pat
N8PK will make a presentation on WI-FI, this needs to be confirmed; the
Civil War bike ride is on September 6th and help is still needed; the
Wine Fest bike ride is on September 20th and help is still needed; there
are corrections to be made to the club roster, Frank K3MTT will make the
corrections in coordination with Bill N3WM; the board recommends the
formation of the CCARC Youth Organization, Doug N5LBJ volunteered to
chair the organization if approved; all committees within the club need
to meet as a committee and discuss business and functions and become
more productive, this will relieve the Board of a lot of work now done
by the Board for the committees.

The motion for reimbursement of Now Your Talking for new hams was
discussed, the Board recommends that the motion not be approved.

The CCARC Youth Organization

Purpose: To provide a monthly program targeted towards the youth of the
Carroll County Amateur Radio Club for their enjoyment and education
about the amateur radio hobby.

Meetings: Monthly (to be determined), preferably on weekends, however,
this will be a decision of the parents who�s children will be attending.

Costs to the Students: This will help offset the costs of kits and
equipment.

a. A donation of $1.00 per session if they do not attend the technical
workshop.

b. A donation of $10.00 per session if they attend the technical workshop.

A copy of the proposal and the agenda are posted in the club radio room.

The Board recommends that the club hold Tailgate Fest 5 the second
Sunday in August 2004 at the Carroll County Ag Center.

The Board recommends that the Digital Committee take responsibility for
the up keep and maintenance of the club BBS.

Steve N3SB suggested to Frank K3MTT that we need to code our web site to
prevent E-Mail harvesting of addresses and he agreed.

There being no further business the meeting adjourned at 2213 local time.
