Anyone have any idea why there is a temporary tower set up, complete with temporary fencing, at the County Fair Grounds on RT231 ?

It is set up in the parking lot where the yard sale is usually held. The Calvert Fair Grounds Sign read "No Yard Sale April 25th.

Any Ideas?
