Good Evening all CARA members,

Please scroll down to find below, Proposed Revisions to the CARA By laws. These revisions will be presented and voted on for a YES or NO vote at the October 10th 2024 CARA meeting. Please note that I will not be at this meeting. These bylaw changes are necessary, adding clarity to existing by laws and removing conflicts. With out them the CARA Incorporation will not be able to function in 2025.

Revision #1:

ARTICLE IV OFFICERS:
SECTION 5: Duties of the Treasurer:
Page 9 of 16

Reason for revision: Removes conflict with by law ARTICLE III BOARD OF DIRECTORS:, SECTION 13: Audit Committee, found on Page 6 of 16.

PROPOSED REVISION:

(7) Shall send the appropriate records to the Audit Committee in a timely manner
following the January General Meeting so as to include all revenues and expenses
for the prior year and allow sufficient time for the Audit Committee to report out at
the Spring General Meeting.


Revision #2:

ARTICLE I MEMBERSHIP:
SECTION 4: Membership Types and Terms

Reason for revision: Clarifies that a person of any age or any amateur license status can be a Full Member of CARA.

PROPOSED REVISION:

(5) Full Membership includes all CARA privileges as well as rights to hold office and to vote for officers. Any Full Member who wishes to hold an office, must also meet the qualifications for that office as defined in Article IV.

Reason for revision: Clarifies member rights, regardless of age or amateur license status.

PROPOSED REVISION:

(1) To the extent provided herein, each Full Member shall have the right to vote and hold office, however, the Full Member who wishes to hold an office, must also meet the qualifications for that office as defined in Article IV. Use of the CARA’s facilities and equipment shall be made available to all members under policies established by the Board of Directors. In those instances where the use of facilities and equipment requires an FCC license, such use will be permitted to those with appropriate FCC licenses or to unlicensed members in properly supervised training sessions.

Reason for revision: Ensures legal status of CARA documentation by adding 18 years or older qualification. 

PROPOSED REVISION:

(10) Qualification for the office of Secretary shall be at least eighteen (18) years of
age, and be a Full member of CARA.

Reason for revision: Allows any Full Member of CARA who is 18 years old or older, to hold office of Treasurer, regardless of amateur license status.

PROPOSED REVISION:

(10) Qualification for the Office of Treasurer shall be at least eighteen (18) years
of age and be a Full member of CARA."

Reason for revision: Maintains Active Amateur majority vote on Board of Directors, by adding Active Amateur License qualification.
