MDTA Police had very little advanced notice of the ship losing its steering.  They tried to warn the crew on the bridge but there wasn't enough time.

This YouTube video link is a recording of MDTA radio traffic of the officers getting the notice and shutting traffic down right away with the collapse following shortly after.
