Great minds think alike. AB3LE called me this morning with a similar idea but using perhaps a more suitable "cable saw" for cutting either the rope or the copper wire itself. See below. I think that might work better than one that has more aggressive "chain saw" like teeth. There's another one that's made to cut through PVC pipe but I'm not sure that's aggressive enough to cut through the rope or copper antenna wire. Both are available at Ace Hardware and elsewhere
This afternoon I let out what slack I could and the offending mess clears the tree enough to consider getting a rope over the wire with a "cable saw" in place and hopping it back towards the insulator. Might work. But I'd still love to see a drone or robot solution. Would definitely be YouTube material. Maybe a STEM challenge for the high school crowd? Where's Mr Spock's anti-gravity boots when you need them?

For cutting PVC pipe. Doesn't look aggressive enough to cut rope easily but maybe it has a rougher surface than it looks.
This PVC cable saw great for tight spots and needs only 1/4 inch of clearance for use. Constructed of 6 stranded stainless steel cable this cable will not rust.

Probably have to cut the antenna wire because the offending rope is twirled around the wire. I doubt the saw would cut the rope in this situation. But that's OK. Lose a foot of wire on a 140 ft antenna.
