[K3CAL] K3CAL now in Skywarn Watch Mode

A warned severe thunderstorm impacting Charles and Prince George's County traveling Northeast, Has prompted the activation of Skywarn "Watch Mode" on the K3CAL repeater system. 

While in the Watch Mode, the repeaters remain open for normal use, with the request to leave ample space between keys to allow for break in stations.

IF weather conditions warrant, the repeater system will be placed in to "Warning Mode" and the use of the repeater will be turned over to SKYYWARN net control.
